Tobias Moritz

Group Leader, Agreements

Tobias Moritz leads the Agreements group within the Innovation and Partnerships Office (IPO). This group is responsible for the negotiation, execution, and management of partnership, commercialization, licensing, and intellectual property (IP) management agreements between Lawrence Livermore National Security (LLNS) and non-federal partners, with terms acceptable to both LLNS and the U.S. Department of Energy and in compliance with applicable statutes, policies and procedures. Non-federal partners include industry, academia, non-profits, and foreign organizations.

Prior to joining LLNL in January 2026, Tobias held several positions in global pharma (Boehringer Ingelheim, Novartis) and life science (Roche, Nikon) companies, focusing on innovation management, external engagement, and contract management. In addition to strong expertise in program and partnership management, Tobias has a broad technical background including biotech, optics, lasers, manufacturing technologies, and material and analytical science.

Tobias has received post-doctoral training at Stanford University and the University of California, San Francisco. He has earned his PhD in Biophysics and an MS in Engineering from University of California, Davis. Outside of work, Tobias enjoys spending time with friends and family, good food, and traveling the world.
