
Ted Delgado is the Business Development Executive within LLNL’s Innovation and Partnerships Office (IPO) responsible for the tech transfer of National Security-related technology — supporting commercialization efforts, intellectual property management and industry partnerships. With over twenty-five years of service as an officer in the U.S. Navy and extensive experience in design engineering and product development, spanning both military and civilian programs, Ted has played a key role in advancing energy, defense, and semiconductor technologies.
Prior to joining LLNL, Ted was the Director of International Engagement for North and South America within the Office of Naval Research. In that position, he fostered partnerships between the research and development (R&D) organizations of the U.S. Navy and America’s closest defense allies. Leveraging his strong academic background in engineering and operational experience in the fleet, he is well-equipped to lead teams and organizations tackling America’s most urgent national defense challenges.
Ted holds an M.A. in National Security & Strategic Studies from the U.S. Naval War College and a B.S. from the U.S. Merchant Marine Academy where he studied Maritime Operations and Marine Engineering. He has also completed the Joint Professional Military Education program at the College of Naval Command and Staff.
Outside of his professional roles, Ted loves exploring new destinations or camping outdoors with his family.
